Job Title: People Operation Manager – Tanga, Tanzania
Reports to: Country Director – Tanzania
Dotted Line Reporting: Regional People Operations Manager
Direct Reports: People Operations Officer
JOB PURPOSE:
The People Operations Manager is responsible for designing, implementing and managing people-centered systems that support organisational performance, employee engagement and compliance with Tanzanian labour laws.
The role blends strategic HR leadership with hands-on operational execution to ensure a productive, compliant and values-driven workplace.
KEY DELIVERABLES:

Develop, review, communicate and implement staff related Policies and Procedures.
•
Coordinate Performance Management process.
•
Coordinate Learning and Development programs for staff.
•
Champion staff welfare activities and programs.
•
Champion a culture that upholds EarthLungs’ values.
•
Facilitate Disciplinary and Grievance Management.
KEY DUTIES AND RESPONSIBILITIES
- People Strategy & Workforce Planning
•
Develop and implement people operations strategies aligned with organisational goals.
•
Lead workforce planning, succession planning and organisational design initiatives.
•
Provide strategic HR advice to leadership on people-related risks and opportunities. - Talent Acquisition & Onboarding
•
Oversee end-to-end recruitment and selection processes in line with fair labour practices.
•
Ensure effective onboarding and induction programmes for all employees.
•
Build talent pipelines and employer branding initiatives within Tanzania and the region.
- Performance Management & Employee Development
•
Implement and manage performance management systems.
•
Support managers in setting KPIs, conducting appraisals and managing performance improvement plans.
•
Coordinate learning and development initiatives, training needs assessments and capacity-building programmes. - Employee Relations & Engagement
•
Act as a trusted advisor to employees and managers on employee relations matters.
•
Manage disciplinary processes, grievances and conflict resolution in compliance with Tanzanian labour laws.
•
Drive employee engagement, wellbeing and culture-building initiatives. - Compensation, Benefits & Payroll Oversight
•
Manage salary structures, benefits administration and payroll processes.
•
Ensure statutory compliance with PAYE, NSSF, WCF, NHIF (where applicable) and other regulatory bodies.
•
Support annual salary reviews and reward frameworks. - HR Policies, Compliance & Risk Management
•
Develop, review, and enforce HR policies and procedures in line with Tanzanian Employment and Labour Relations Act.
•
Ensure compliance with labour laws, contracts, HR audits and inspections.
•
Maintain accurate and confidential employee records and HR documentation. - HR Systems & Reporting
•
Manage HRIS and people data to support decision-making.
•
Prepare regular HR reports on headcount, turnover, absenteeism and compliance metrics.
•
Drive continuous improvement of HR processes and systems.
- Leadership & People Operations Governance
•
Lead and mentor HR/People Operations staff.
•
Promote ethical HR practices and organisational values.
•
Support change management and organisational transformation initiatives.
•
Any other duty as assigned by the Supervisor.

WORKING CONDITIONS
•
The jobholder is required to work normal working hours with occasional long working hours. At times may be called upon to address emergency situations.

AUTHORITY / DECISION MAKING
The position involves making decisions on EarthLungs related matters guided by the policy and procedures and in liaison with the Country Director.
Minimum Requirements
Bachelor’s Degree in Human Resource or any other related degree, HR professional Certification.
Experience
At least 6 years’ experience in HR practice and 2 years in management.
